RALEIGH — N.C. community colleges are poised to change their policy on the admission of illegal immigrants, this time allowing them to attend, for the fifth time in nine years.

The policy committee of the N.C. State Board of Community Colleges reached an agreement Thursday on a new policy that would allow illegal immigrants to attend community colleges at out-of-state tuition rates as long as there are enough seats for legal residents.
